This assessment shows how a destination management team can find, rate and control the risks that matter most to travellers and to the reputation of a tour programme. Eight hazards were selected because they are plausible in everyday tour delivery and in the supplier chain behind it. Traveller safety on excursions carries the highest inherent score because harm to a person cannot be undone, while itinerary errors and supplier failure are the most likely to occur. Each hazard is scored before controls and again after existing and added controls. Most fall to Medium or Low once the proposed controls are in place, but traveller safety stays at Medium because a serious incident remains possible. The first actions are a supplier safety check before each departure, a second check on every itinerary, call back verification of payment changes and a rehearsed incident plan. Every score illustrates method, not a real organization.
Scope
This assessment covers a tour operator's programme in one destination, from itinerary design and supplier contracting to traveller arrival, on-tour delivery, incident response and post-trip follow up. It considers risks to travellers, staff, suppliers, payments and personal data, and reputation. Jurisdiction, destination, languages and programme size are assumptions made for teaching, and the scores do not describe any real operator.
Context
The example operator runs a mix of guided group tours of four to twelve days and tailor made independent trips. A destination manager oversees local ground handlers, coach firms, hotels, guides and activity providers. Bookings arrive through a reservation system, a website and a sales team, with card payments taken online and deposits by bank transfer. Travellers include older visitors, families and people with mobility or dietary needs. Each risk is scored before controls to show its natural level, and again after existing controls and the additional controls proposed here.
Objectives, assets and stakeholders
The objective is to deliver safe, accurate and accessible tours, protect the money and personal data of travellers, keep suppliers reliable and keep the trust that makes repeat business possible. Assets in scope are travellers and staff, itinerary and booking records, payment systems, personal data held in the reservation system, supplier contracts, vehicles and vouchers, and the brand. Stakeholders include travellers and their families, guides and coordinators, local ground handlers and hotels, coach and activity providers, insurers, payment processors, regulators and local authorities. Each risk has one owner role. The destination manager keeps the register current and reports to the operations director each quarter.
