This assessment shows how a ground transport and vehicle rental operation can find, rate and control the risks that matter to travellers, drivers, vehicles and the business. Eight risks were chosen because they are plausible in daily airport transfers, short-term rentals and chauffeured trips. Road safety carries the highest inherent score because a single failure can injure people, and vehicle defects follow closely. Booking errors and weather disruption are the most frequent, while partner supplier failure is serious when a partner cannot deliver a vehicle at peak demand. Each risk is scored before controls and again after existing and added controls. Most risks fall to Medium or Low once the proposed controls are in place, but road safety stays at High because the impact remains severe. The first actions are a signed pre-departure vehicle check, a booking confirmation routine, enforced driver hours and rest rules, and a tested backup dispatch plan. Every score illustrates method, not a real business.
Scope
This assessment covers a mid-sized operation that rents vehicles to guests, runs airport and hotel transfers, and arranges chauffeured journeys for corporate clients. It covers bookings, dispatch, vehicle checks, driver duties, payments, customer data, partner use and recovery after disruption. It does not cover jurisdiction-specific driving licensing or insurance wording, which are assumed for teaching only and need specialist review.
Context
The operation holds a small fleet of owned vehicles and uses partner coaches and cars at peak times. A reservations team takes bookings by phone, website and agents, and a dispatch desk assigns drivers and vehicles each morning. Drivers are employed and some are contracted. Payments are taken by card at booking and a deposit is held for rentals. Each risk is scored before controls to show its natural level, then again after existing controls and the additional controls proposed here.
Objectives, assets and stakeholders
The objective is to move guests and staff safely and on time, rent vehicles that are roadworthy and correctly documented, protect payments and personal data, meet the duties owed to customers and regulators, and keep the trust of corporate clients and partners. The assets in scope are the vehicles, the booking and dispatch systems, driver records, customer and card data, the depot and its equipment, and the reputation of the service. Stakeholders include guests, corporate clients, drivers, dispatch and reservations staff, maintenance technicians, partner suppliers, insurers, licensing bodies and the operations manager. Every risk has one owner role, and the operations manager reports the register to senior management each quarter.
